Minimum Wage Increase
HR 2 (Roll Call 18). The House passed a bill increasing the federal minimum wage by $2.10 over two years, to $7.25 an hour, a 41 percent increase, after rejecting provisions that would have assisted small businesses in meeting its requirements. ACU opposed this bill, which passed 315-116 on January 10, 2007.

2. Stem Cell Research
HR 3 (Roll Call 20). The House passed a bill mandating federal funding of embryonic stem cells derived from surplus embryos at fertilization clinics. ACU opposed this bill, which passed 253-174 on January 11, 2007.

3. Iraq War
HConRes 63 (Roll Call 99). The House adopted a resolution opposing the “surge” of 20,000 additional troops into Iraq. ACU opposed this resolution, which passed 246-182 on February 16, 2007.

4. Union Elections
HR 800 (Roll Call 116). The House defeated an amendment that would have preserved the right of workers to a secret-ballot in union representation decisions, rather than allowing use of the “card check” method. ACU supported this amendment, which failed 173-256 on March 1, 2007.

5. Amtrak Funding
HR 1401 (Roll Call 196). The House defeated an amendment that would have eliminated taxpayer funding of the 10 Amtrak long-distance routes that have lost the most passenger revenue. ACU favored this amendment to restrain wasteful spending, which failed 130-299 on March 27, 2007.

6. District of Columbia Congressional Seat
HR 1905 (Roll Call 231). The House passed legislation increasing the size of the House of Representatives to 437, giving a seat to the District of Columbia and an additional seat to Utah. ACU opposed this bill, which passed on April 19, 2007 by a vote of 241-177.

7. Religious Freedom
HR 1429 (Roll Call 284). The House defeated a motion that would have allowed religious organizations providing services under the federal Head Start program to consider religion in their hiring practices. ACU favored this effort, which failed May 2, 2007 on a vote of 195-222.

8. Earmark Reform
HR 1867 (Roll Call 289). The House defeated an amendment to the National Science Foundation reauthorization that would have eliminated spending on such projects as archives of Andean knotted-string records and bison hunting on the late prehistoric Great Plains. ACU supported this amendment, which failed on May 2, 2007 by a vote of 195-222.

9. Hate Crimes
HR 1592 (Roll Call 299). The House passed a bill making violent crimes against an individual because of race, religion, national origin, gender, sexual orientation, gender identity, or disability, stand-alone hate crime offenses. ACU opposed this effort to criminalize thought, but it passed on May 3, 2007 by a vote of 237-180.

10. Iraq Troop Withdrawal
HR 2237 (Roll Call 330). The House defeated a bill that would have required the withdrawal of U.S. troops from Iraq within 180 days. ACU opposed this bill, which failed on May 10, 2007 by a vote of 171-255.

HR 1585 (Roll Call 368). The House defeated an amendment restoring funds for the Missile Defense Agency that had been cut by $764 million. ACU supported this amendment, which failed May 17, 2007 by a vote of 199-226.

HR 2638 (Roll Call 476). The House defeated an amendment to the Homeland Security Bill that would have accelerated the construction of a fence along the U.S.-Mexico border. ACU supported this amendment, which failed June 15, 2007 by a vote of 190-233.

13. “Mexico City” Policy
HR 2764 (Roll Call 534). The House defeated an amendment to the State Department Appropriations Bill strengthening the “Mexico City” policy, which prohibits U.S. aid to international family planning organizations that perform or promote abortions. ACU supported this amendment, which failed June 17, 2007 by a voted of 205-218.

14. Offshore Natural Gas Development
HR 2643 (Roll Call 552). The House defeated an amendment to the Interior Department Appropriations Bill that would have allowed the Interior Department to issue new leases for offshore natural gas development in areas at least 25 miles from the U.S. coast. ACU supported this amendment, which failed June 26, 2007, by a vote of 196-233.

HR 3043 (Roll Call 674). The House defeated an amendment to an appropriations bill designed to preserve workers’ rights to a secret-ballot election in union representation decisions. ACU supported this amendment, which failed on July 19, 2007 by a vote of 167-255.

HR 3043 (Roll Call 684). The House defeated an amendment to the Health and Human Services Appropriations Bill that would have withheld taxpayer funds from Planned Parenthood. ACU supported this amendment, which failed July 19, 2007 by a vote of 189-231.

17. Requirement to Speak English
HR 3093 (Roll Call 734). The House defeated an amendment to an appropriations bill that would have prevented the Equal Employment Opportunity Commission (EEOC) from suing employers who require their employees to speak English in the workplace. ACU favored this amendment, which failed July 26, 2007 by a vote of 202-212.

HR 3093 (Roll Call 737). The House adopted an amendment that would have eliminated some of the restrictions placed on electioneering communications imposed by the 2001 Campaign Finance Reform Act. ACU favored this amendment, which passed July 26, 2007 by a vote of 215-205.

19. Health Insurance and Medicare Expansion
HR 3162 (Roll Call 787). The House passed a major expansion of the State Children’s health Insurance Program (SCHIP), authorizing $86 billion over five years and increasing subsidies. The measure prohibited the Department of Health and Human Services from requiring that poor children be covered before other groups. The costs of the expansion were to be paid from increased tobacco taxes. ACU opposed this massive expansion of welfare programs, but it was adopted August 1, 2007 by a vote of 225-204.

20. Energy Policy
HR 3221 (Roll Call 832). The House passed legislation regulating lights and appliances (including a ban on the incandescent light bulb), creating new programs for alternative energy sources, imposing more regulations on energy companies and mandating vastly increased use of “renewable” energy. ACU opposed this extension of governmental authority over the economy, but it was adopted August 4, 2007 by a vote of 241-172.

21. Housing Trust Fund
HR 2895 (Roll Call 958). The House created a new federal welfare program to assist in the construction, rehabilitation and preservation of “affordable” housing for low-income families. The fund would be financed from existing federal housing and lending agency income. ACU opposed this new program, but it was adopted October 10, 2007 by a vote of 264-148.

22. Health Insurance and Medicare Expansion—Veto Override
HR 976 (Roll Call982). The House failed to override the President’s veto of a major expansion of the State Children’s Health Insurance Program (SCHIP). (See Vote # 19 above.) ACU favored the veto and opposed this override effort, which failed October 18 by a vote of 273-156 (a two-thirds vote [286 in this case] is needed to override a presidential veto).

23. Alternative Minimum Tax Adjustment
HR 3996 (Roll Call 1081). The House passed a one-year extension of a provision keeping 21 million middle-income taxpayers from being hit with the Alternative Minimum Tax designed to apply to millionaires. The measure included other tax increases to “pay for” the supposedly “lost” revenue. ACU favors complete repeal of the AMT, and so opposed this stop-gap measure. The extension was adopted November 9, 2007 by a vote of 216-193.

24. “Catch-All” Appropriations
HR 2764 (Roll Call 1171). The House passed a year-end appropriations bill, known as the “Omnibus Appropriations Bill,” incorporating appropriations for 18 separate federal departments in a $474 billion package. The measure included major spending increases over and above increases requested by the Bush Administration. ACU opposes this kind of last-minute government spending, but the bill passed December 17, 2007 by a vote of 253-154.

25. Energy Policy
HR 6 (Roll Call 1177). The House passed new energy regulations mandating increased automobile mileage (paid for by $2.1 billion in new taxes), the production of 36 billion gallons of “biofuels” by 2022, and new energy efficiency standards on appliances, lights, and other consumer goods, while rejecting measures designed to allow an increase in the supplies of domestic oil and gas. ACU opposed this massive expansion of federal authority into the economy and so opposed this bill, which passed December 18, 2007 by a vote of 314-100.
