1988 ACU HOUSE VOTE DESCRIPTIONS

1. Contra Aid - Vote on passage of a joint resolution to provide $36.25 million in military and non-military aid for the Freedom Fighters battling the communist government in Nicaragua. Rejected 211-219, 2/3/88. ACU supported the joint resolution. Vote double-weighted.

2. Grove City -Vote to override President Reagan's veto of the bill to dramatically extend coverage of four civil rights laws so that if one part of an Institution receives federal funding, the entire institution immediately becomes subject to federal controls. Override passed 292-133 (two-thirds required), 3/22/88. ACU opposed the override. Vote double-weighted.

3. Rehiring Air-Traffic Controllers - Vote on passage of the bill to provide for the rehiring of 1,000 air-traffic controllers who were fired for their illegal 1981 strike. Passed 234-180. 3/30/88. ACU opposed the bill.

4. SALT II - Vote on a Dicks (D-WA) amendment to limit the number of U.S. multiple- warhead (MIRV) ballistic missiles and cruise missile-carrying bombers to the numbers specified in the unratified 1979 SALT II treaty unless the president certifies that the USSR has exceeded those limits. Passed 240-174, 4/27/88. ACU opposed the amendment.

5. ASAT Ban - Vote on a Brown (D-CA) amendment to ban anti-satellite (ASAT) weapons tests against targets in space unless the president certifies that the USSR had conducted such tests. Rejected 197-205, 4/28/88. ACU opposed the amendment.

6. Nuclear Testing - Vote on a Gephardt (D-MO) amendment to prohibit the testing of nuclear explosives greater than one kiloton as long as the USSR observes the same prohibitions. Passed 214-186, 4/28/88. ACU opposed the amendment.

7. Davis-Bacon - Vote on a Stenholm (D-TX) amendment to exempt Department of Defense contracts valued at less than $250,000 from Davis-Bacon requirements. The 1931 Davis-Bacon Act requires contractors to pay the local prevailing wage on Federal projects, determined by the Department of Labor. Rejected 204-210.5/3/88. ACU supported the amendment.

8. SDI Funding - Vote on a Kyl (R-AZ) amendment to increase funding for the Strategic Defense Initiative from $4.1 to $4.9 billion for FY 1989. Rejected 105-312, 5/4/88. ACU supported the amendment.

9. ALPS/SDI - Vote on a Kemp (R-NY) amendment to require the Secretary of Defense to issue a report to Congress that would describe a plan to develop an Accidental Launch Protection System (ALPS), including two ground-based anti- missile sites and space-based components. Rejected 167- 249, 5/11/88. ACU supported the amendment. Vote double -weighted.

10. Trade Bill -Vote to override President Reagan's veto of the protectionist Omnibus Trade Bill. In effect, the bill threatened to penalize American consumers by raising the cost of imports from countries that invest their American dollars in the U.S. economy instead of purchasing U.S. goods. The bill also included a provision requiring 60 days notification of plant closings. Passed 308-113 (two-thirds majority required to override), 5/24/88. ACU opposed the override.

11. Abortion - Vote on a Dornan (R-CA) amendment to prohibit the use of any funds in the District of Columbia Appropriations Bill to perform abortions. Passed 222-186, 6/28/88. ACU supported the amendment.

12. Fair Housing - Vote on a Hyde (R-IL) amendment to provide that no element of the Fair Housing Bill requires, permits or authorizes any preference In the provision of any dwelling based on race, color, religion, gender or national origin. Amendment rejected 139-285. 6/29/88. ACU supported the amendment.

13 .Welfare Reform - Vote on a Brown (D-CO) motion to instruct the House conferees on the bill to keep the cost of the final bill at or under $2.8 billion and to allow no impediments for welfare recipients to work beyond those contained in the senate bill. Motion, agreed to 227-168. 7/7/88.ACU supported the motion.

14. Base Closings - Vote on an Armey (R-T) substitute amendment to provide that those domestic military bases recommended by the Commission on Base Realignment be closed unless disapproved by both houses of Congress. Passed 223-186, 7/12/88. ACU supported the amendment.

15. Plant Closings - Vote on a bill which would require businesses to give 60 days advance notification of plant closings or large layoffs regardless of circumstances. Virtually ensuring that borderline businesses would be forced out of business. Passed 286-138, 7/13/88. ACU opposed the bill.

16 .South Africa Sanctions - Vote on passage of a bill to prohibit nearly all trade with South Africa, including U.S. investment in South Africa. The bill would also authorize $40 million in U.S. aid to blacks and other non-whites in South Africa. Passed 244-132, 8/11/88. ACU opposed the bill.

17. Death Penalty - Vote on a Gekas (R-PA) amendment which would allow the use of the death penalty for "drug kingpins" who commit murder or order others to murder. Adopted 299-111, 9/8/88. ACU supported the amendment.

18. Exclusionary Rule - Vote on a Lungren (R-CA) amendment to provide an exception to the "exclusionary rule," which bars the use of illegal obtained evidence in a trial. The exception would be applicable if police had a reasonable "good faith' belief that they seized the evidence legally. Passed 259-134, 9/8/88. ACU supported the amendment.

19. Gun Control - Vote on a McCollum (R-FL) amendment to eliminate provisions which would establish a seven day waiting period for handgun purchases and require the Justice Department to develop a proposal for a system for gun dealers to identify felons. Passed 228-182, 9/15/88. ACU supported the amendment.

20. AIDS - Vote on a Dannemeyer (R-CA) amendment to require states to ensure that sufficient information to locate individuals testing positive for the AIDS virus be reported to the state public health office as a condition for receiving AIDS Federal Policy funds. Rejected 70-327, 10/22/88. ACU supported the amendment.

21. Comparable Worth - Vote on a bill to establish an eleven member commission to conduct a study to determine if the federal job classification and pay practices are in accordance with the Civil Rights Act and the Fair Labor Standards Act. Passed 302-98, 9/29/88. ACU opposed the bill.

22. Religious Liberty - Vote on a Dixon (D-CA) motion to weaken an Armstrong (S-CO) Senate amendment which would prohibit the District of Columbia from forcing religiously affiliated educational institutions to provide funding, facilities, services. or official recognition to homosexual groups. Rejected 134-201, 9/30/88. ACU opposed the motion.
