
1. October Surprise - Vote to authorize the Speaker of the house to appoint a 13 member House task force to investigate unsubstantiated rumors that 1980 Reagan campaign officials conspired to delay release of 52 American hostages in Iran until after the 1980 election. Authorization passed 217-192, 2/5/92. ACU opposed the legislation.
2. Tax Bill - Vote or an Archer (R-TX) substitute amendment containing a seven-point, economic growth package plan that included cutting the capital gains tax rate, raising the depreciation rate for business investment and offering penalty-free withdrawals from IRA's for first time home buyers. Amendment rejected 166-264, 2/27/92. ACU supported the amendment.
3. Spending Freeze - Vote on a Dannemever (R-CA) substitute amendment to freeze domestic discretionary spending for Fiscal Year 1993. The amendment also would reduce interest costs on the national debt by issuing low-interest, gold-backed securities. Amendment rejected 60-344, 3/4/92. ACU supported the amendment.
4. Tax Bill Override - Vote to override President Bush's veto of a $75.5 billion tax bill that included raising the top-personal income tax rate to 36% and a 10% increase on the highest income tax earners. Override failed 211-215 (two thirds majority required), 3/25/92. ACU opposed the override.
5. Eliminate Budget Firewalls - Vote to invoke cloture (limit debate) on a bill modifying the 1990 Budget Enforcement Act. The bill would have eliminated provisions preventing a shift in funds between defense and domestic appropriations. Motion rejected 187-238, 3/31/92. ACU opposed the motion.
6. Public Money for Campaigns - Vote on a conference report to limit spending in congressional campaigns by providing "incentives", in the form of public funding, to candidates agreeing to limit campaign spending. The legislation would also restrict political action committees (PAC) contributions and other spending by state parties. Report adopted 259-165, 4/9/92. ACU opposed the report.
7. Legal Service Corporation Reform - Vote on a McCollum (R-FL) LSC reform package that included requirements for competitive bidding, and banned lobbying and litigation on abortion and redistricting matters. Reforms rejected 173-236, 5/12/92. ACU supported the reforms.
8. Nuclear Test Ban - Vote on a Kopetski (D-OR) amendment to provide a one year moratorium on nuclear weapons testing unless the president can certify that any Republics of the former Soviet Union conducted such a test. Amendment adopted 237-167, 6/4/92. ACU opposed the amendment.
9. Defense Cut -Vote on a Dellums (D-CA) amendment to slash 1993 defense authorizations by 10%. Amendment rejected 90-283, 6/4/92. ACU opposed the amendment.
10. SDI Cut - Vote on a Durbin (D-IL) amendment cut Strategic Defense Initiative funding by $1 billion - approximately 25%. Amendment reject 161-211, 6/5/92. ACU opposed the amendment.
11. Balanced Budget/Line Item Veto - Vote on a Kyl (R-AZ) constitutional amendment requiring a balanced budget amendment, limiting total spending, and giving the President line item veto authority for spending measures. Amendment rejected 170-258 (two third majority required), 6/11/92. ACU supported the amendment.
12. Balanced Budget Amendment - Vote or a Constitutional amendment that would prohibit deficit spending unless a three-fifths majority of both Houses of Congress approved, except in cases of military emergency. The amendment would also require the President to submit a balanced budget to Congress each year. Amendment rejected 280-153 (two thirds majority required), 6/11/92. Vote double weighted.
13. Motor Voter Bill - Vote on a bill requiring states to permit voter registration simultaneously with applying for public certificates such as driver licences, marriage certificates and hurting permits. Bill passed 268-153, 6/16/92. ACU opposed the bill
14. Council on Competitiveness Funding - Vote on a McDade (R-PA) amendment to restore funding for the White House Council on Competitiveness. The council, chaired by Vice-President Quayle, had been instrumental in blocking excessive and harmful government regulation. Amendment rejected 183-236,7/1/92. ACU supported the amendment.
15. DC Abortion Funding - Vote on the District of Columbia appropriation allowing DC tax money to be used to pay for abortions. Bill passed 231-181, 7/8/92. ACU opposed the bill.
16. NEA Funding - Vote on a Crane (R-IL) amendment to cut all funding ($179 million) from the National Endowment for the Arts 1993 budget. Amendment rejected 85-329, 7/22/92. ACU supported the amendment.
17. House Post Office Investigation - Vote to table (kill) a Walker (R- PA) amendment requiring the House Administration Committee to make public records of the task force investigating the House of Representatives Post Office. Vote to table passed 223-196, 7/23/92. ACU opposed tabling the amendment.
18. Bilingual Voting - Vote on a bill to extend for 15 years laws requiring bilingual ballots for certain language minority populations. Bill passed 237-125, 7/24/92. ACU opposed the bill.
19. School Choice - Vote on an Armey (R-TX) amendment to authorize $700 million for state and local school reform activities. The amendment would require 25% of federal grants to school districts be used for school choice programs that included both public and private schools. Amendment rejected 80-328, 8/12/92. ACU supported the amendment.
20. Funding Homosexual Couples - Vote on a Delay (R-TX) motion to prohibit the District of Columbia from using federal tax dollars to give employment, health or other government benefits to homosexual or heterosexual unmarried couples on the same basis as granted to legally married couples. Motion passed 235-173, 9/24/92. ACU supported the motion.
21. Parental Leave - Vote to override President Bush's veto of a bill forcing employers to provide workers with up to 12 weeks of unpaid leave to care for newborns or ill family members. Override failed 258-169 (two-thirds majority required), 9/30/92. ACU opposed the override.
